1. General Conditions:
The Superintendency of Telecommunications (hereinafter SUTEL) created by the Law of the Regulatory Authority of Public Services (ARESEP), Law No 7593 and its reforms; In its capacity as regulator of the telecommunications sector in Costa Rica, it has facilitated this system called "Prepaid User Registration Platform", in order to promote compliance with the standards established in the General Telecommunications Law (Law No 8642) and the Regulations. on the End User Protection Regime of Telecommunications Services, due to having an adequate registry of users of mobile services in prepaid mode. By virtue of the foregoing, users of this registry are requested to read the terms and conditions carefully.2. Of the Prepaid Registration Platform and its respective query:
The Sutel Prepaid User Registration Platform aims to provide a space that allows verification of identity, as well as the registration and updating of the real information of the user who owns mobile telephone services in prepaid mode, the above in compliance with the provisions of the Second Title, Second Chapter of the General Telecommunications Law, where it establishes the parameters in relation to the Regime for the protection of privacy and rights of the end user. Likewise, it has the purpose of promoting the registration of accurate customer information, in accordance with the provisions of articles 72 and 75 of the Regulation on the Protection Regime for the End User of Telecommunications Services.
The Sutel Prepaid Registration Platform makes available to the user the option of registering their telephone number in prepaid mode along with their basic personal information, to be included in a confidential database for the exclusive use of SUTEL and the operators that provide the service, so the information will not be used for commercial purposes, nor disseminated, nor shared with unauthorized third parties. The data provided by users will be managed by SUTEL in accordance with the provisions of the Law on the Protection of the Person against the processing of their personal data, Law No 8968. The data provided by users will be encrypted to guarantee security and confidentiality. of the information.
The minimum information that the end user must register on this Prepaid Registration platform, in addition to the assigned telephone number, is the following:
1. Full name.
2. Current identification document:
a. Natural person: valid identity document in Costa Rica.
b. Legal entity: current legal personality and identification document of the legal representative valid in Costa Rica.
3. Place of residence (province, canton and district).
4. Valid email of the end user of the service.
In the event of any modification with respect to their registration data, end users must update their information by making a new registration on the Prepaid Registration Platform.
Mobile services in prepaid mode may generate and receive communications only when they have adequately complied with the Prepaid Registration.
With registration, users will be able to consult the prepaid telephone lines that are registered in their name. The Prepaid Registration Platform will allow the user to register in their name a maximum of five (5) prepaid services when dealing with natural persons, and in the case of legal entities, a maximum of one hundred (100) services will be allowed to be registered. The registration of each prepaid service will not be subject to a validity period.
Additionally, the Prepaid Registration Platform has the option to consult the operator or provider that provides service to a certain telephone number, as well as the type of modality in which it is located.
From the Prepaid Registration Platform, users will be able to enter their identity document number and will obtain the numerical prefix of the prepaid lines that are registered in their name.3. Use of the service:
The Prepaid Registration Platform must be used in accordance with these terms and conditions of use and any legal regulations applicable to the matter. Otherwise, SUTEL may suspend or stop any user who fails to comply with what is established here without using the platform.
The use of the Prepaid Registration Platform does not grant any intellectual property rights under any circumstances. No unauthorized third party may access or use its content, except for those national public security entities that previously have the authorization of a Judge of the Republic. Likewise, these conditions do not give you the right to use any brand, logo or content linked to the platform.
The user understands and accepts that SUTEL may change at any time the terms and conditions applicable to the Prepaid Registration Platform services provided to the user. Consequently, the users continued use of such services will be considered and constitute the users acceptance of the new stipulated conditions.
The user accepts the submission of administrative information linked to the Prepaid Registration Platform.
The user accepts and acknowledges that SUTEL does not assume any responsibility for any claim, damage, loss or expense arising from the lack of availability of the Prepaid User Registration Platform, or any of its elements.4. About the user account "My Registration":
To use the "My Registration" module of the Prepaid Registration Platform, it will be necessary to create an account that will be managed by SUTEL. Therefore, SUTEL undertakes to provide adequate treatment and privacy of the data generated by the user due to the use of this service in accordance with the provisions of the Second Title, Chapter II called Regime for the Protection of Privacy and rights of the End User of the General Telecommunications Law.
The user accepts and undertakes to provide proper use of their account and to protect their information at all times and not to reveal their validation code. Likewise, you agree not to disclose your username or password to the site. The User accepts and acknowledges that he will be solely responsible for the activity that takes place in his WEB system service account for prepaid user registration, as well as not to carry out the following activities in the use of his account:
a. Use the services in a manner that is inconsistent with the terms and conditions set forth in this document.
b. Infringing the applicable legal regulations within which is Law No. 8642, Law No. 8968 and the Regulation for the Protection of the End User Regime.
c. Use or attempt to use the services for illegal purposes.
d. Obtain or attempt to obtain unauthorized access to the Services.
e. Manipulate and/or alter the services.
f. Use or abuse the services, allow or assist others to do so in any way that allows the introduction of viruses, computer codes or the like or violates the terms and conditions set forth herein, laws or the rights of third parties.
g. Use or attempt to use the Services for any purpose other than updating and establishing prepaid user registration.
The User accepts and acknowledges that the previous list is not limiting, and that SUTEL may suspend or cancel at any time those accounts that are found to be using the service account improperly.
The User understands that registration on the Prepaid Registration Platform is free, so its use does not generate any additional cost. However, where applicable, your Internet service provider may charge you for browsing.5. Of the responsibility of SUTEL:
The User also understands and accepts that SUTEL is not responsible for any indirect, incidental, special or any type of damage resulting from the use of the prepaid user registration Platform.6. Validity:
The terms and conditions established in this document represent the complete agreement between the User and SUTEL with respect to the object of the Prepaid Registration Platform and replaces all agreements, understandings, commitments, statements, negotiations and debates on the subject, whether written or oral.7. Final statement:
The User accepts, acknowledges and guarantees that he has read and fully considered these terms and conditions of use of the Prepaid Registration Platform, and that he accepts compliance with these provisions and their modifications.
